通过探讨口袋公园的准公共物品属性、口袋公园作为准公共物品的供给机制以及口袋公园的公共利益分配方式，结合粤港澳地区口袋公园的实地调研，提出口袋公园发展进程中的利益关系重构以及以公共利益为核心的口袋公园发展模式。口袋公园建设过程中需要重构利益关系，除了政府以实现公共利益为目的的服务意识外，还需要多元主体参与供给与多方协同治理，尊重个人利益与服从公共利益相统一。构建以公共利益为核心的口袋公园发展模式需要采取优先利用闲置土地进行存量改造，提供政策激励从而引入多元社会资本，倡导社区共建进而培育公共精神、健全监督与管理制度，构建口袋公园品牌体系等措施，以口袋公园的全面发展促使社会公共利益得到更好的保护，关注口袋公园的可持续供给与社会公共利益保护之间的关联具有现实意义。

This paper uses field research from Guangdong, Hong Kong, and Macao to explore the characteristics of pocket parks as quasi-public goods, their supply mechanisms, and public interest distribution models. It advocates for reconfiguring of stakeholder interests in pocket park development, emphasizing a public interest-centric approach. The study underscores the necessity of redefining the interest dynamics in pocket park creation, where government service orientation should align with public benefits, requiring multistakeholder engagement and collaborative governance that balances individual and collective interests. To establish a pocket park model centered on public interests, strategies should include transforming underutilized land, offering policy incentives for diverse social capital investment, fostering community co-creation to enhance civic engagement, and refining oversight and management frameworks. These steps aim to advance pocket parks' holistic development, safeguarding social and public interests. Recognizing the link between pocket parks' sustainable provision and safeguarding communal interests holds significant practical value.
