工程总承包(EPC)作为政府积极推广的一种工程建设模式, 其本身具备诸多优点,但在现阶段和实际操作过程中还存在多方面的问题。通过对沁河二期生态综合治理项目的梳理,指出了甲方、施工方及设计方在工程实施过程中存在的不同问题及其产生的根源。最后从不同角度提出了问题的解决途径,特别是作为设计方,除了在项目前期加强与甲方的沟通和选择合适的联合体伙伴外,重点是需要建立合适的 EPC 项目设计模式和利 益分配模式。

As a project construction mode actively promoted by the government, Engineering Procurement Construction(EPC) mode has some advantages, but there are still many problems in actual operation process. By sorting out the second phase of Qinhe River ecological comprehensive treatment project, this paper points out the different problems existing in the project implementation process of owner unit, construction unit and design unit, traces the causes of these problems, and finally puts forward the solutions from different angles. Especially as the design unit, in addition to strengthening the communication with owner unit in the early stage of the project and selecting appropriate consortium partners, the key point is to establish an appropriate EPC project design mode and benefit distribution mode.
